The Building Division front office is available 8 a.m. to 5 p.m. Monday through Friday. We offer walk-through times for residential permit reviews on Tuesdays from 1-4:30 p.m. and Thursdays from 8-11:30 a.m. Building permits must still be applied for through the online permitting system, eTRAKiT

Does your residential project require a building permit?

Yes. For several reasons:

  • For your personal safety and that of your family and guests.
  • To protect future purchasers who deserve reasonable assurance that the home they will buy will be safe.
  • To ensure the economic well-being of the community by reducing potential spread of fire and disease.

Obtaining a building permit alone will not ensure that the work has been done correctly. Inspection of the work is the most important part of the process. Having the work inspected will provide you with the assurance that the work has been properly completed. This will also provide a permanent record of compliance with building code requirements.

Why do I need a permit for my home?

Building permits provide the means for city building inspectors to inspect construction projects to ensure that minimum standards are met and appropriate materials are used. Inspection is the only way to independently verify that you comply with the adopted building codes. As a homeowner, you have a substantial investment that can be seriously jeopardized through less-than-complete code compliance. For insurance reasons, resale, refinancing, and peace of mind, obtaining a permit is the right decision.

Water/Sewer Tap Fees

Please be aware that payment of tap fees is required at the time the Building Permit is issued. If the building use changes in the future, tap fees will be recalculated and additional tap fees may be due. Be sure to install and activate water meters as soon as possible to lock in the tap fee.

Tap fees are charged to new constructions to cover costs related to their impact on the city’s utilities. Current customers do not pay tap fee.

Westminster’s water tap fee includes the following components:

  • The Infrastructure or Treated Water Investment Fee is set to recover an equitable portion of the value of the city’s infrastructure required to meet the demand of the new customer. The infrastructure includes all components of the utility system required to divert, treat and distribute water to customers. Infrastructure tap fees are calculated based on fixture count and resulting meter size, which is the best determination of projected peak demand on the infrastructure system.
     
  • The Water Resources Fee is set to recover the value of the city’s water supplies developed to meet the demand of the new customer. Water resources are calculated in terms of Service Commitments (SC). One SC is equal to 140,000 gallons of annual use. Multiples of service commitments are purchased based on a projected volume of use.

Contemporaneous Review of Electrical Licenses

Pursuant to Colorado Revised Statutes 12-23-116, the City of Westminster has established the following procedures for conducting contemporaneous reviews of electrician licenses.  These procedures apply to the inspection of all electrical work required to be performed by State Licensed Electricians.

Inspections of electrical work will only be conducted when a State Licensed electrician or electrical contractor is listed on the permit.  The City will verify the State Electrical license by accessing the Colorado Department of Regulatory Agencies (DORA) website. City electrical inspectors will request, at their discretion, any of all of the following:

  • Verification of electrical licenses for the electricians working on the job site for compliance with CRS 12-23-105.
  • Verification of apprentices working on the job site for compliance with CRS 12-23-110.5.
  • That the electrical contractor is the same as that listed on the building permit. 

If the inspector is unable to verify the identity or verification of any of the items listed above, the inspector may fail the inspection, at their discretion, until verification can be provided.

All elevator questions, permits and inspections are being handled through the State Division of Oil and Public Safety, 303-318-8536.

Purchasing Materials (Tax Free)

You can present a copy of a building permit when purchasing materials for your permitted project so that the local sales tax will NOT be charged. Learn more about the Building Permit Use Tax Information

You can.....

  • Schedule inspections up to five business days in advance.
  • Cancel inspections up until 6 a.m. the day of the inspection.
  • Check inspection results 24 hours a day, seven days a week.
  • Speak to your inspector between 7:30-8:30 a.m., Monday through Friday
  • View your window of time for your inspection.
    • 8 a.m. to noon = AM
    • Noon to 5 p.m. = PM
  • Inspections are primarily performed between 8 a.m. and 5 p.m., Monday through Friday. Begining October 28, the deadline to schedule an inspection for the next business day is 7 p.m., the night before the inspection. Most inspections will be conducted the next business day, with the exception of roofing inspections. (See below).

Important Roofing Inspection Information

The primary option to in-person roof inspections (including Mid-Roof) inspections may now be conducted through photo documentation provided to the Westminster Building Division. Scheduling your inspection will remain the same and must be requested through eTRAKiT. Please see the Photo Roof Inspection Process for further detail.

FOR IN-PERSON ROOFING INSPECTIONS TO OCCUR - A DUTY RATED LADDER(S) MUST BE PROVIDED, SET AND SECURED FOR ALL ROOFS AND PERMISSION GRANTED PRIOR TO ENTERING A FENCED YARD IF APPLICALBLE.

The roof must be complete and ready for inspection. Free of rain, frost, ice and snow on the scheduled day of inspection. If any of these requirements are not met the inspection will be cancelled or failed with a potential $50.00 fee.

Please be advised expired reroof permits will not be inspected.
