City Manager’s Office

Acting City Manager Jody Andrews oversees the daily operations of the City of Westminster. The City Manager’s Office is dedicated to upholding the mission: Our team supports and is responsive to the citizens, City Council and overall city organization.

Through leadership by example, we progressively manage the city organization, where customer service and empowerment are governing principles, and effectively communicate with internal and external audiences. We are ambassadors of the city and strive to be the best at what we do.

Management and Support

Management and support staff teams are led by Acting City Manager Jody Andrews and Deputy City Manager Barbara Opie. These teams are responsible for providing overall direction for the city organization and its employees. The management and support staff teams help guide City Council’s vision and put their policies and directives into practice. These teams also assist City Council by conducting research and preparing policy recommendations and alternatives. To help promote a progressive and innovative local government, the teams provide administrative support and direction to city departments. The management team is responsible for:

Preparing and implementing Westminster's Strategic Plan.

Preparing and executing the two-year city budget.

Representing the city in regard to legislative issues.

Communications Division

The Communications Division provides clear and effective communications about the City’s programs and services to our residents, media, and other key stakeholders. Communications promotes the City’s vision, mission, programs and services through a comprehensive set of tools and strategies designed to engage key internal and external stakeholders. Build awareness and support for critical programs and services in the community through the City’s communications channels including the website, blog, social media, emails, and print publications including the Westy.
