Parking

The Community Services Department’s Operations Division staff manages all city-owned parking facilities, including on-street parking spaces. The parking management team also administers all parking citations issued in the City of Westminster and responds to parking violation complaints.

Parking FAQs

How do customers pay for parking?

Customers have multiple options to pay for parking:

  • Pay by phone: download the free passport app, pay, and be on your way!
  • Pay at a pay station: pay stations are strategically located in select blocks in Downtown Westminster 
  • Obtain a permit: for eligible users virtual permits will be issued to grant access to certain parking spaces or zones.

How much does it cost to park in these areas?

Parking garages and lots
0-4 hours: $0
4-5 hours: $2
5-6 hours: $3
6+ hours: $4 (daily max)

Overnight parking is authorized by permit only.

On-street parking
$0.25 every 15 minutes
$1 per hour

Do I need to register my vehicle if parking for less than 4 hours in a parking lot/garage?

No. Just park and go!

What do I need to pay for parking?

You’ll need your license plate number. All methods of payment require this information for each transaction. You’ll also need a credit card to process your transaction.

What forms of payment will be accepted by pay stations?

Pay stations will accept credit/debit cards. Cash is not accepted. Patrons may also download the Passport mobile app to pay for parking.

Can I extend my stay if I need more time?

Yes, once you download the Passport app you can extend your stay to the maximum time allowed.

How long can I stay in a parking space?

3 hours – 9 a.m. to 7 p.m. - Monday-Saturday (Sundays and Holidays excepted)
3 hours all other times

Where can I park and for how long when visiting Downtown or the Westminster Station area?

Time limit signs tell drivers how long they are allowed to park in a space, such as two hours.


ADA Parking

The State of Colorado issues license plates and placards to qualified persons with disabilities to park in reserved parking spaces. Disability parking is provided to assure that individuals requiring additional spaces to enter or exit their vehicles have the needed spaces and provide parking as close to the main entrance of a facility. The disability privilege allows a qualifying individual to park in any space marked with the International Symbol of Access.

House Bill 18-1285 - Remuneration Exempt Disability Parking Placard

House Bill 18-1285 creates a remuneration-exempt identifying placard that exempts an individual with a disability from paying for parking at parking device if the disability limits the individual's: 

  • Fine motor control in both hands
  • Ability to reach a height of 487 inches from the ground due to lack of finger, hand, or upper extremity strength or mobility; or
  • Ability to reach or access a parking meter due to the use of a wheelchair or other ambulatory device

Persons with disabilities may apply and obtain:

  • An identifying placard
  • distinguishing license plate
  • A remuneration-exempt disability parking placard
  • Handicap Disabled Veteran license plate
  • A persons With Disabilities Personalized License Plate

Parking Facilities

Downtown Parking Garage
8855 Eaton St.

Located on the corner of Eaton Street and 89th Avenue with 883 parking stalls, ten electric vehicle stations, over 50 bike parking spaces and complimentary first four hours of parking.

The garage is a publicly-owned Parksmart certified facility, which is a green building certification program that defines high-performing, sustainable garages to reduce environmental impact, increase energy efficiency, provide better lighting and ventilation and promote alternative modes of transportation. The garage will be followed by several others in the Downtown to provide convenient public parking throughout the area.

  • A1 lot: 180 spaces. 50 reserved spaces for Origin Hotel guests only
  • A3 lot: 336 spaces | 5961 Central Ave. Access to Parking for ALAMO DRAFTHOUSE and the general public
  • D1 Parking Lot: 66 parking spaces- Lot is located north of Olive Garden 
  • JC Penney South Lot – 14 spaces. Public Parking Lot
  • JC Penney West Lot – 29 Spaces. Public Parking Lot

Westminster Station Transit-Oriented Development

Westminster Station Parking Garage
6995 Grove St.

Located on the corner of Hooker Street and Westminster Station Drive. 

This garage has 631 parking spaces, eight electric vehicle stations, over 20 bike parking spaces

PUBLIC PARKING: 281 parking spaces are available for public parking on levels 1 and 2 and the adjacent surface parking lot. 

RTD PARKING: 350 RTD reserved spaces are provided on the 3rd and 4th floors of the garage and are for the exclusive use of RTD patrons. For more information regarding RTD Parking please visit the RTD How To Park page

Electric Vehicle Charging Stations

The City of Westminster promotes and encourages the use of Electric Vehicles and has installed multiple EV charging stations throughout the City. Residents and visitors can charge their electric vehicles for up to four hours at the following locations:

  • Downtown Westminster Parking Garage (8855 Eaton Street)
  • 5850 Central Ave (On-street Charger)
  • Westminster City Hall (4800 W 92nd Ave)

Electric vehicle charging is currently available free of charge for users with a ChargePoint membership. This policy is subject to change to address customer demand and station availability. Visit Chargepoint for more information on charging fees and creating an account. 


Abandoned/Junk Vehicles

The City of Westminster defines an abandoned vehicle as "A vehicle left unattended on any portion of a street, highway, or public thoroughfare for a period of 24 hours or more unless the owner or operator thereof has conspicuously affixed thereto information indicating their intention to return to the vehicle or has otherwise notified the Police Department or Community Services Department of their intention to remove the vehicle.

Parking Permits

Residents and employees interested in permit parking should contact Parking & Curbside Management at parking@westminsterco.gov or 303-658-2435 or you can create an account and apply at www.westminstercopermits.rmcpay.com 


Paying for Parking

On-street Public Parking where payment is required is $1 an hour or $.25 for every 15 minutes.

You'll need your license plates number. Take a picture and you'll be on your way within minutes!

How do I make a payment?

Visit PassportParking.com and follow these steps to get started:

  1. Download the App. Create, register and verify your account.
  2. Find your Zone. Look for the unique zone number on Passport Parking sings and decals.
  3. Pay. Enter your session information and choose a payment method. Manage on the Go. Receive alerts and send email receipts of your parking session

Using a Flowbird pay station?

  1. Insert your card
  2. Confirm with "OK"
  3. Enter your License plate number
  4. Choose Receipt or No receipt
  5. You are done!

  • Vehicle Parked on Street Not Displaying Valid License
  • Vehicle Parked/Stopped on Bike Lane/Path, in Fire Lane, or Where Prohibited
  • Vehicle Parked on a Two-way Road More than 12" from the Curb
  • Vehicle Parked Blocking a Driveway
  • Parking in an ADA-reserved parking space without an ADA placard or plate 
  • Vehicle Parked in the Wrong Direction

Citation Cost

Most parking violations are $33 but can be more depending on the type of violation. Violations must be paid or appealed within 21 days of issuance. After that 21-day period, additional fees apply.

Immobilization

The City of Westminster uses two types of immobilization devices: the barnacle and the traditional parking boot.

Call 720-263-9120 or go to PAY.BARNACLEPARKING.COM to release the barnacle device from your vehicle.

The device securely attaches to the vehicle’s windshield using 1,000 pounds of force.

Call 303-658-2435 for assistance to remove a boot from your vehicle after all pending citations have been paid.

Once a vehicle has three (3) or more outstanding parking violations, it is eligible for immobilization and the owner will be issued a notice of immobilization. The owner may dispute the validity of the notice within 21 days and ask for a review.
 

How to dispute a parking citation 

Step 1 – Administrative Review

The first step in disputing a parking citation is an administrative review. This review is intended to screen citations issued by error where the respondent is not at fault. If you feel you were issued an invalid citation, you can dispute the citation online or by mail.

Step 2 – Administrative Hearing

If your citation is not dismissed in step 1 and you wish to contest the result of the administrative review, you can request a hearing with an Administrative Hearing Officer.
