Housing Needs Assessment

A housing needs assessment (HNA) is a research product that combines demographic data and housing inventory analysis to determine if a city’s housing development decisions are addressing resident needs. The assessment can aid a city in accommodating diverse housing needs by informing strategies and policies to guide housing development. Read the HNA.

Homelessness

While homelessness is a national issue, the City of Westminster has taken steps towards its elimination unilaterally and through one-on-one partnerships. Learn more about homelessness and applicable resources in Westminster on the Homelessness page.

Community Development Block Grant and HOME Investment Partnerships Grant

The Community Development Block Grant (CDBG) and the HOME Investment Partnerships (HOME) grant are programs administered through the U.S. Department of Housing and Urban Development (HUD). The programs provide funding in support of low and moderate-income persons and neighborhoods in Westminster. The grant amounts are based on population size and the number of low- to moderate-income persons residing in the community. Any project or program funded with these federal dollars must meet specific eligibility criteria set by HUD, address a community need, and meet a national objective of the program.

Short-Term Rentals

Short-term rental generally means the rental of all or a portion of a property for less than 30 days. These rentals are generally listed on websites such as Airbnb.com or HomeAway.com.

On May 22, 2023, City Council approved short-term rental regulations. The intent of regulating short-term rentals is to provide minimum standards while minimizing incompatibility with surrounding residential areas. These standards provide additional protection for substantial private and public investments while upholding the health, safety, and welfare of the public.

Rental Property Inspection

The objective of the program is to eliminate deteriorating conditions resulting in blight and to improve the level of safety, stability and appearance of neighborhoods, as well as promote an increased pride in Westminster.
